Council Meeting

BE IT RESOLVED THAT the September 8th, 2025 Council Meeting of the Township of South Glengarry now be opened at 6:32 pm.

BE IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as circulated.

BE IT RESOLVED THAT the minutes of the following meeting, including Closed Session minutes, be adopted as circulated: - Previous Meeting Minutes: August 25th, 2025

BE IT RESOLVED THAT Staff Report 2025-090 be received and that the Council of the Township of South Glengarry declares the property located at 20382 Church Street, South Lancaster; legally described as Part of Lots 65 and 75 on Registered Plan 15, being Part 1 on Reference Plan 14R 1202, as a surplus property to the needs of the Township of South Glengarry.

BE IT RESOLVED THAT Staff Report 2025-091 be received and that the Council of the Township of South Glengarry award RFQ 2025-02 for Facility Snow Clearing 2025-2028 as follows:  Zone 1 and Zone 4 to Lauzon Trucking  Zone 2, Zone 3, and Zone 5 to Jack Pine Limited And furthermore, that the General Manager of Infrastructure Services be authorized to sign all relevant documents.

BE IT RESOLVED THAT Staff Report 2025-091 be received and that the Council of the Township of South Glengarry approve the 2026 Service Levels for Solid Waste Management Services as outlined in Appendix 1 of Staff Report 2025-091.

BE IT RESOLVED THAT Staff Report 2025-093 be received and that By- law 2025-45, being a by-law to authorize the seasonal closure of specified sidewalks within the Township of South Glengarry, be read a first and second time in open Council this 8th day of September 2025.

BE IT RESOLVED THAT Staff Report 2025-094 be received and that By- law 2025-46, being a by-law to establish rates of speed on all open Township roads be read a first and second time in open Council this 8 th day of September 2025.

BE IT RESOLVED THAT Staff Report 2025-095 be received and that By- law 2025-47, being a by-law to enter into a Development Agreement with Claude Laporte for the property legally described as Part of lot 17, Concession 1, being Part 2 on Reference Plan 14R6437, in the Geographic Township of Lancaster, now in the Township of South Glengarry, County of Glengarry, located on Fernwood Drive (PIN 671360646), be read a first, second and third time, passed, signed and sealed in open Council this 8th day of September 2025 and furthermore, that the Mayor and Clerk be authorized to execute the Development Agreement.

BE IT RESOLVED THAT Council accepts the items listed on the Consent Agenda.

BE IT RESOLVED THAT Council convene to Closed Session at 7:31 pm to discuss the following item(s) under Section 239 (2) of The Municipal Act S.O. 2001 (b) personal matters about an identifiable individual Specifically: Performance Evaluation

BE IT RESOLVED THAT Council rise and reconvene into open session at 7:59 pm without reporting.

BE IT RESOLVED THAT By-law 2025-48, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 8th day of September, 2025.

BE IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 8:00 pm.
