BE IT RESOLVED THAT the December 8, 2025 Council Meeting of the Township of South Glengarry now be opened at 6:33 pm.

BE IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as circulated.

BE IT RESOLVED THAT the minutes of the following meeting, including Closed Session minutes, be adopted as circulated: -Previous Meeting Minutes - November 24, 2025

BE IT RESOLVED THAT Staff Report 2025-127 be received and that Council direct Administration to enter into an agreement with the owner of the parcel of property legally described as Part of Lot 1, Concession 9, in the geographic Township of Lancaster, now in South Glengarry (Pin 671530286) for the extension of Concession 10 to not more than 40 meters past the west property line; and furthermore, that the General Manager of Infrastructure Services be authorized to sign all relevant documents.

BE IT RESOLVED THAT Staff Report 2025-128 be received and that the Council of the Township of South Glengarry recommends to the United Counties of Stormont, Dundas and Glengarry Director of Planning and Economic Development Services to issue draft plan approval for Riverview North Subdivision located in Glen Walter, legally described as Part of Lot 14, Registered Plan 101, geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry, subject to conditions requested by the Township.

BE IT RESOLVED THAT Staff Report 2025-129 be received and that By-law 2025-69, being a by-law to constitute and appoint all members of Council to the Committee of Adjustment for the Township of South Glengarry for the year of 2026, be read a first, second, and third time, passed, signed, and sealed this 8th day of December 2025.

BE IT RESOLVED THAT Staff Report 2025-130 be received and that By-law 2025-70, being a by-law to designate certain lands in the Township of South Glengarry as a Site Plan Control Area, be read a first, second, and third time, passed, signed, and sealed in open council this 8th day of December 2025.

BE IT RESOLVED THAT Staff Report 2025-131 be received and that By-law 2025-71, being a by-law to control lot grading and drainage on properties located within a settlement area and on properties that are one acre or less in size, be read a first, second, and third time, passed, signed, and sealed in open council this 8th day of December 2025.

BE IT RESOLVED THAT Staff Report 2025-132 be received and that By-law 2025-72, being a by-law to enter into an agreement with the Martintown and District Good Timers be read a first, second, and third time, passed, signed, and sealed in open council this 8th day of December 2025.

BE IT RESOLVED THAT Staff Report 2025-133 be received and that By-law 2025-55, being a by-law to establish rates of speed on the Recreational Trail known as the Peanut Line be read a second and third time, passed, signed, and sealed in open council this 8th day of December 2025.

BE IT RESOLVED THAT the Council of the Township of South Glengarry directs Administration to continue courtesy winter snow clearing for the private laneway located at 20788 South Service Road for the 2025/2026 winter season and furthermore that administration review this service and provide a staff report at a later meeting prior to the 2026/2027 winter season.

BE IT RESOLVED THAT Council accepts the items listed on the Consent Agenda.

BE IT RESOLVED that Council convene to Closed Session at 7:39 pm to discuss the following item under Section 239(2) of the Municipal Act. (2) a meeting or part of a meeting may be closed to the public if the subject matter being considered is: (e) litigation or potential litigation Specifically: Litigation Matter

BE IT RESOLVED THAT Administration be directed to carry out all actions as specified in the Closed Session minutes.

BE IT RESOLVED THAT By-law 2025-73, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 8th day of December 2025.

BE IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 8:12 pm.
