Council Meeting

BE IT RESOLVED THAT the November 10th, 2025 Council Meeting of the Township of South Glengarry now be opened at 6:42 pm.

BE IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as amended.

BE IT RESOLVED THAT the minutes of the following meeting be adopted as circulated: - Previous Meeting Minutes: October 28th, 2025

THAT Staff Report 2025-122 be received and that the Council of the Township of South Glengarry proceed with CIMCO Refrigeration for the supply and installation of a dehumidifier at the Char-Lan Recreation Centre for $66,523 plus HST and furthermore that the General Manager of Parks, Recreation and Culture be authorized to sign all applicable documents.

THAT Staff Report 2025-124 be received and that the Council of the Township of South Glengarry direct that the request from the Glendaler’s Winter Sports Club to waive the $130 rental fee for Tartan Hall on November 30, 2025 be approved.

THAT Staff Report 2025-123 be received and that By-law 2025-65, being a by- law to accept certain lands as road allowance pursuant to the conditions of severance B-58-25 and to dedicate same to the public use as public highway be read a first, second, and third time, passed, signed, and sealed in open council this 10th day of November 2025.

BE IT RESOLVED THAT Council accepts the items listed on the Consent Agenda.

BE IT RESOLVED THAT the Council of the Township of South Glengarry supports the resolution passed by the Township of Edwardsburgh Cardinal on October 14, 2025, attached hereto; THAT the Township of South Glengarry formally supports the creation of a St. Lawrence Region Energy Task Force to serve as a pilot model for proactive, integrated energy planning in Ontario; THAT this Task Force be established in partnership with the Ministry of Energy and Mines, the IESO, and other relevant provincial agencies, with a locally driven terms of reference that reflects the unique needs and opportunities of the St. Lawrence Region; AND THAT this resolution be forwarded to the Minister of Energy and Mines, MPP Nolan Quinn, the Independent Electricity System Operator, the Ontario Energy Board, and the Township of Edwardsburgh Cardinal.

BE IT RESOLVED THAT Council convene to Closed Session at 7:48 pm to discuss the following items under Section 239 (2) of The Municipal Act S.O. 2001: (2) a meeting or part of a meeting may be closed to the public if the subject matter being considered is; (c) a proposed or pending acquisition or disposition of land Specifically: Proposed Disposition of Land (k) a position, plan, procedure, criteria or instruction to be applied to any negotiations

BE IT RESOLVED THAT Council rise and reconvene into open session at 8:53 pm without reporting.

BE IT RESOLVED that Administration be directed to carry out all actions as specified in the Closed Session minutes.

BE IT RESOLVED THAT By-law 2025-66, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 10th day of November, 2025.
