BE IT RESOLVED THAT the June 23, 2025 Council Meeting of the Township of South Glengarry now be opened at 6:37 pm.

BE IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as circulated.

BE IT RESOLVED THAT the minutes of the following meeting be adopted as circulated: - Previous Meeting Minutes - June 9th, 2025

BE IT RESOLVED THAT Staff Report 2025-074 be received and that Council hereby appoint MNP LLP as the auditors for the Township of South Glengarry for fiscal years 2023-2025 and that the Mayor and Clerk be authorized to sign all relevant documents.

BE IT RESOLVED THAT Staff Report 2025-067 be received and that the Council of the Township of South Glengarry direct the General Manager of Infrastructure Services to issue the Final Acceptance of the Works for Place St. Laurent Phase 3 and release any remaining security; AND FURTHERMORE that the works within the stormwater blocks (Blocks 30, 31, 35, and 36) in Registered Plan 14M9 are hereby assumed.

BE IT RESOLVED THAT Staff Report 2025-068 be received and that the Council of the Township of South Glengarry award RFP 2025-10 for the Third Line Bridge Rehabilitation to Clearwater Structures Inc, in accordance with their submission of $ $636,592.90 excluding HST; and furthermore, that the General Manager of Infrastructure Services be authorized to sign all appropriate tender documents.

BE IT RESOLVED THAT Staff Report 2025-069 be received and that By- law 2025-28, being a by-law to regulate the Collection and Management of Solid Waste in the Township of South Glengarry be read a third and final time, passed, signed, and sealed in open Council this 23rd day of June 2025.

BE IT RESOLVED THAT Staff Report 2025-070 be received and that By- law 2025-30, being a by-law to establish an Administrative Monetary Penalty System in the Township of South Glengarry be read a first and second time in open Council this 23rd day of June 2025.

BE IT RESOLVED THAT Staff Report 2025-071 be received and that By- law 2025-31, being a by-law to amend By-law 38-09 to rezone the lot legally described as Part of lot 38, Concession 1, NRR, in the Geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry, located at 19091 County Road 18 (PIN 671180275) from Rural (RU) to Rural - Exception twenty-two (RU-22) to permit a workshop to be located 50 metres setback from the front property line, to accommodate a machining and metal fabrication business in addition to the permitted uses in the Rural zone be read a first, second, and third time, passed, signed and sealed in open Council this 23 rd day of June 2025 and that all other applicable provisions of Zoning By-law 38-09, as amended, shall continue to apply.

BE IT RESOLVED THAT Staff Report 2025-72 be received and that Council deny By-law 2025-32, being a by-law to amend By-law 38-09 to rezone the lot legally described as Part of lot 97, Registered Plan 107, being Part 1 on Reference Plan 14R5461, in the Geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry (PIN 671200133) from Natural Hazard (NZ) to Natural Hazard- Exception 1 (NZ-1) to permit a recreational vehicle (RV) which will be used as a seasonal dwelling on a vacant lot in addition to the permitted uses in the Natural Hazard Zone.

BE IT RESOLVED THAT Staff Report 2025-72 be received and that By-law 2025-32, being a by-law to amend By-law 38-09 to rezone the property legally described as Part of Lot 97, Registered Plan 107, being Part 1 on Reference Plan 14R5461, in the Geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry (PIN 671200133) from Natural Hazard (NZ) to Natural Hazard – Exception 1 (NZ-1) to permit a recreational vehicle (RV) which will be used as a seasonal dwelling on a vacant lot in addition to the permitted uses in the Natural Hazard zone, be read a first, second, and third time, passed, signed, and sealed in open council this 23rd day of June 2025. AND FURTHERMORE the Council of the Township of South Glengarry acknowledges that the requested Zoning By-Law Amendment is not consistent with the PPS 2024 or the United Counties of SDG Official Plan however the requested Amendment will not negatively impact the abutting property owners and will present minimal risk to the requested use.

BE IT RESOLVED THAT Council accepts the items listed on the Consent Agenda.

BE IT RESOLVED THAT the Council of the Township of South Glengarry appoint Kimberley Casselman as acting clerk for the closed session portion of the regular council meeting of June 23rd, 2025.

BE IT RESOLVED THAT Council convene to Closed Session at 9:49 pm to discuss the following item(s) under Section 239 (2) of The Municipal Act S.O. 2001: - Pursuant to Section 239(2)(b) of the Municipal Act - personal matters about an identifiable individual, including municipal or local board employees Specifically: Employee Matter

BE IT RESOLVED THAT Council rise and reconvene into open session at 10:25 pm without reporting.

BE IT RESOLVED THAT By-law 2025-33, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 23rd day of June, 2025.

BE IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 10:26 pm.
