IT RESOLVED THAT the November 15, 2021 Council Meeting of the Township of South Glengarry now be opened at 7:00 pm

IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as amended.

IT RESOLVED THAT the Minutes of the November 1, 2021 Regular Council Meeting, including the Closed Session Minutes, be adopted as circulated.

IT RESOLVED THAT the Minutes of the November 5, 2021 Special Council Meeting, including the Closed Session Minutes, be adopted as circulated.

IT RESOLVED THAT Staff Report 156-2021 be received and that By-law 95-2021 being a by-law to authorize alternative voting methods for the 2022 municipal election be read a first, second and third time, passed signed and sealed in open council this 15 th day of November, 2021.

IT RESOLVED THAT Staff Report 157-2021 be received and that the Council of the Township of South Glengarry approves the recommended 2022 Council Meeting Schedule.

IT RESOLVED THAT Staff Report 158-2021 be received and that By-law 96-2021, being a by-law to amend By-law 77-2020, an Interim Control By-law to prohibit cannabis cultivation, production and processing throughout the Township of South Glengarry be read a first, second and third time, passed, signed and sealed in open council this 15 th day of November, 2021.

IT RESOLVED THAT Staff Report 159-2021 be received and that the Council of the Township of South Glengarry adopt Fire Policy 01-2021, being policy to regulate expected personal appearance as it relates to facial hair for members of the South Glengarry Fire Services.

IT RESOLVED THAT Staff Report 160-2021 be received and that the Council of the Township of South Glengarry approves Administration to proceed with utilizing Canoe for Co-operative Purchasing and that the Deputy Mayor and Clerk may approve and authorize any related documentation.

IT RESOLVED THAT Staff Report 161-2021 be received and that the Council of the Township of South Glengarry award RFQ 21-2021 for the purchase of Traffic Calming Measures to Traffic Logix as per their submission of $2,937 to $4,067 and furthermore that the Deputy Mayor and Clerk be authorized to sign any relevant documents.

IT RESOLVED THAT Staff Report 162-2021 be received and that RFP 18-2021 for Professional Municipal Engineering Services be awarded on an “as needed” basis for roster assignments to Ainley Graham & Associates Limited, EVB Engineering, and Morrison Hershfield Limited following their weighted hourly rate submissions at their proposed annual rate increase.

IT RESOLVED THAT the Council of the Township of South Glengarry accepts the items presented on the agenda as Committee Reports and For Information Only.

IT RESOLVED THAT Council convene to Closed Session at 8:12 pm to discuss the following item(s) under Section 239 (2) of The Municipal Act S.O. 2001; (2) a meeting or part of a meeting may be closed to the public if the subject matter discussed is, (c) acquisition or disposition of land Specifically: land acquisition (e) litigation or potential litigation Specifically: Ongoing Litigation Update

IT RESOLVED THAT By-law 97-2021, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 15th day of November, 2021.
