BE IT RESOLVED THAT the October 21st, 2024 Council Meeting of the Township of South Glengarry now be opened at 7:11 pm

BE IT RESOLVED THAT the minutes of the following meetings be adopted as circulated: - Special Meeting Minutes - October 2, 2024 - Previous Meeting Minutes - October 7, 2024 - Public Meeting Minutes - October 7, 2024

BE IT RESOLVED THAT Staff Report 2024-111 be received and that the Council of the Township of South Glengarry approves the 2025 Council Meeting schedule as presented in Appendix A of this report.

BE IT RESOLVED THAT Staff Report 2024-112 be received and that the Council of the Township of South Glengarry direct Administration to prepare a Request for Proposal to update the Infrastructure Capital Master Plan and an RFP to prepare a Water Financial Plan, to satisfy the requirements of the upcoming Drinking Water License renewal application.

BE IT RESOLVED THAT Staff Report 2024-113 be received and that By- law 2024-64, being a by-law to enter into a Municipal Access Agreement with Rogers Communications Inc. for the expansion of high-speed internet service be read a first, second and third time, passed signed and sealed in open Council this 21st day of October 2024 and furthermore that the Mayor and Clerk be authorized to sign all applicable documents.

BE IT RESOLVED THAT Staff Report 2024-114 be received and that By- law 2024-65 being a by-law to enter into a lease agreement between the Corporation of the Township of South Glengarry and the Stormont, Dundas and Glengarry County Library Board be read a first, second and third time, passed, signed and sealed in open council this 21st day of October 2024.

BE IT RESOLVED THAT Staff Report 2024-115 be received and that By- law 2024-66, being a by-law to authorize the sale of the lands legally described as Lot 21 on Registered Plan 19, in the geographic Township of Charlottenburgh, now in the Township of South Glengarry, PIN 671210448, located at 19652 John Street to the St. Lawrence Valley Agricultural Society be read a first, second and third time, passed, signed and sealed in open Council this 21st day of October 2024.

BE IT RESOLVED THAT Staff Report 2024-116 be received and that By- law 2024-67, being a by-law to amend By-law 38-09 to rezone the land legally described as Lot 8 on Plan 162, in the geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry, located at 18548 Stonehouse Point Road from Estate Residential (ER) & Floodplain Holding (FP-H) to Estate Residential - Exception One (ER-1) and Flood Plain Holding (FP-H) to permit up to two secondary dwelling units (3 dwelling units total) on the subject property be read a first, second and third time passed signed and sealed this 21 st day of October 2024.

BE IT RESOLVED THAT Staff Report 2024-117 be received and that By- law 2024-68, being a by-law to adopt a Community Grants and Donations Policy for the Township of South Glengarry be read a first and second time this 21st day of October 2024.

BE IT RESOLVED THAT Staff Report 2024-118 be received and that By- law 2024-69, being a by-law to establish fees and charges to be collected in the Township of South Glengarry be read a first and second time this 21st day of October 2024.

BE IT RESOLVED THAT Staff Report 2024-119 be received and that By- law 2024-70, being a by-law to govern the calling, place and proceedings of council be read a first and second time this 21st day of October 2024.

BE IT RESOLVED THAT Council accepts the items listed on the Consent Agenda.

BE IT RESOLVED THAT By-law 2024-71, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 21st day of October 2024.

BE IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 9:21 pm.
