BE IT RESOLVED THAT the April 3, 2023 Council Meeting of the Township of South Glengarry now be opened at 7:00 pm

BE IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as amended.

BE IT RESOLVED THAT the minutes of the following meetings, including Closed Session minutes, be adopted as circulated:  March 20, 2023 Special Meeting  March 20, 2023 Regular Meeting

BE IT RESOLVED THAT Staff Report 43-2023 be received and that Council approves the Grants and Donations allocations as amended.

BE IT RESOLVED THAT Staff Report 44-2023 be received and filed for information purposes.

BE IT RESOLVED THAT Staff Report 45-2023 be received and that Council authorizes the Director of Water and Wastewater to award the Sewage Line Cleaning and CCTV work to Veolia ES in accordance with their submission in the amount of $113,716.00, excluding HST.

BE IT RESOLVED THAT Staff Report 46-2023 be received and that Council authorizes the Director of Water and Wastewater to award RFP 06-2023 to Wessuc Inc. Contractor in accordance with their submission in the amount of $31,904.88 excluding HST.

BE IT RESOLVED THAT Staff Report 47-2023 be received and that the Council of the Township of South Glengarry award Procurement 02-2023 for the Supply and Placement of Granular Materials to Green Infrastructure Paving in accordance with their submission for Granular ‘M’ at the unit cost of $13.85 per tonne with applied quantities to not exceed the approved budget of $350,000; and furthermore, that the Mayor and Clerk be authorized to sign all appropriate documents.

BE IT RESOLVED THAT Staff Report 48-2023 be received and that the Council of the Township of South Glengarry not award Procurement 05- 2023 for the Installation of Enhanced Hamlet Signage.

BE IT RESOLVED THAT Staff Report 49-2023 be received and that the Council of the Township of South Glengarry enter into the 2023/2024 advertisement agreements with the Junior B Rebels, Char-Lan Minor Hockey and the Char-Lan Skating Club and furthermore that the Mayor and Clerk be authorized to sign all applicable documents.

BE IT RESOLVED THAT Staff Report 50-2023 be received and that RFP 03-2023 for the Empey-Poirier Park Play Structure be awarded to Playground Planners as per their submission of $57,923.74 plus HST and furthermore that the Mayor and Clerk be authorized to sign all applicable documents.

BE IT RESOLVED THAT Staff Report 51-2023 be received and that the Council of the Township of South Glengarry award RFP 07-2023 for canteen services at the Char-Lan Recreation Centre to Snack Shack Canteen as per their submission of $300 per month plus HST and furthermore that the Mayor and Clerk be authorized to sign all relevant documents,

BE IT RESOLVED THAT Staff Report 52-2023 be received and that RFP 08-2023 for the Peanut Line Trail Options Analysis be awarded to WSP as per their submission of $38,510.00 plus HST and furthermore that the Mayor and Clerk be authorized to sign all applicable documents.

BE IT RESOLVED THAT Staff Report 56-2023 be received and that Council appoint the following members of Council to the Court of Revision for the Filion Drain Engineer’s Report: Lachlan McDonald, Martin Lang and Sam McDonell.

WHEREAS an announcement was recently made by the Ontario Public School Boards’ Association asking for the Government of Ontario to lift the moratorium on pupil accommodation reviews (and school closures) prior to the end of the 2022-2023 school year; AND WHEREAS the Council of the Township of South Glengarry passed a resolution on June 20, 2022 in support of the Community Schools Alliance’s Three Point Action Plan designed to improve access to public education in rural and norther communities; namely:  THAT the Province of Ontario increase the Rural and Northern Education Fund (RNEF) to $50 million;  THAT should the moratorium be lifted, that the moratorium remain in place for schools that qualify for the RNEF until a thorough review of the education funding formula is completed;  THAT before templates required by the 2018 Pupil Accommodation Review Guideline are developed, there be consultation with school boards and community groups including the Community Schools Alliance; AND WHEREAS the Province of Ontario, through the Minister of Education, has acknowledged the negative social and economic impact school closures have on Rural and Northern Ontario communities, and committed to a review of the process to better reflect the needs of Rural and Northern Ontario prior to the lifting of the moratorium, NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of South Glengarry hereby respectfully requests that the Province of Ontario, through the Minister of Education,

BE IT RESOLVED THAT Council accepts the items listed on the Consent agenda.

BE IT RESOLVED THAT Council convene to Closed Session at 9:10 pm to discuss the following item(s) under Section 239 (2) of The Municipal Act S.O. 2001; (2) a meeting or part of a meeting may be closed to the public if the subject matter being discussed is; (b) personal matters about an identifiable individual Specifically: staffing matter (e) litigation or potential litigation Specifically: Staff Reports 53-2023 and 54-2023 (k) plans and instructions for negotiations Specifically: Information Report - Ongoing Negotiations

BE IT RESOLVED THAT CAO Tim Mills be appointed Acting Clerk for the closed session item related to personal matters about an identifiable individual.

BE IT RESOLVED THAT Council rise and reconvene into open session at 11:24 pm without reporting.

BE IT RESOLVED THAT Council extend the meeting curfew past 11:00 pm.

BE IT RESOLVED that Administration be directed to carry out all actions as specified in the Closed Session minutes.

BE IT RESOLVED THAT By-law 25-2023, being a by-law to adopt, confirm and ratify matters dealt with by resolution be read a first, second and third time, passed, signed and sealed in open council this 3rd day of April 2023.

BE IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 11:27 pm.
