IT RESOLVED THAT the Month Day, 2021 Council Meeting of the Township of South Glengarry now be opened at 7:01 pm

IT RESOLVED THAT the Council of the Township of South Glengarry approve the agenda as amended.

IT RESOLVED THAT the minutes of the July 5, 2021 Regular Council Meeting, including the Closed Session Minutes, be adopted as circulated.

IT RESOLVED THAT the minutes of the July 5, 2021 Public Meeting be adopted as circulated.

IT RESOLVED THAT the Council of the Township of South Glengarry approves a donation of $10,000 to the St. Lawrence Agricultural Society (Williamstown Fair) to be drawn from the grants and donations fund.

IT RESOLVED THAT Staff Report 100-2021 be received and that By-law 61-2021, being a by-law to amend By-law 38-09, the Comprehensive Zoning By-law for the Township of South Glengarry, to rezone the property legally described as east half of lot 20, Concession 3, SRR, in the geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry from Agriculture (AG) and Natural Hazard (NZ) to Agriculture - Exception Twenty-Nine (AG-29) and Natural Hazard (NZ) to reduce the minimum lot area from 20 hectares to 4.47 hectares and to prohibit residential construction be read a first, second and third time, passed, signed and sealed in open council this 19th day of July, 2021. The Council of the Township of South Glengarry confirms that no public comments were received on this application and therefore there was no effect on the decision.

IT RESOLVED THAT Staff Report 101-2021 be received and that By-law 62-2021, being a by-law to amend By-law 38-09, the Comprehensive Zoning By-law for the Township of South Glengarry to permit the placement of a shipment container as a temporary use on the property legally described as Part of Lot 22, Concession 1, South Service Road, in the geographic Township of Lancaster, now in the Township of South Glengarry, County of Glengarry, be read a first, second and third time, passed, signed and sealed in open council this 19th day of July, 2021 and furthermore that this Temporary Use By-law will expire on July 19, 2024. The Council of the Township of South Glengarry confirms that no public comments were received on this application and therefore there was no effect on the decision.

IT RESOLVED THAT Staff Report 102-2021 be received and that By-law 63-2021, being a by-law to approve a Site Plan Control Agreement for the property legally described as Lot 28 & 29, Registered Complied Plan 134 in the geographic Township of Lancaster, now in the Township of South Glengarry, County of Glengarry, also known as 6249 165th Avenue be read a first, second and third time, passed, signed and sealed in open council this 19th day of July, 2021 and furthermore that the Deputy Mayor and Clerk be authorized to execute the Site Plan Control Agreement.

IT RESOLVED THAT Staff Report 104-2021 be received and that By-law 64-2021, being a by-law to approve a Site Plan Control Agreement for the property legally described as Part of Lot K, Concession 1 Front, in the geographic Township of Charlottenburgh, now in the Township of South Glengarry, County of Glengarry, also known as 20278 County Road 2 be read a first, second and third time, passed, signed and sealed in Open Council this 19th day of July, 2021 and furthermore that the Deputy Mayor and Clerk be authorized to execute the Site Plan Control Agreement.

IT RESOLVED THAT Staff Report 105-2021 be received and filed and that the Council of the Township of South Glengarry acknowledges that no further water and wastewater allocations can be granted in 2021 in the Glen Walter serviced South Glengarry.

IT RESOLVED THAT Staff Report 106-2021 be received and that By-law 65-2021, being a by-law to adopt a Public Art Display Policy for the Township of South Glengarry be read a first, second and third time, passed, signed and sealed in open council this 19th day of July, 2021.

IT RESOLVED THAT the Council of the Township of South Glengarry accepts the items presented on the agenda as Committee Reports and For Information Only.

IT RESOLVED THAT Council convene to Closed Session at 9:07 pm to discuss the following item(s) under Section 239 (2) of The Municipal Act S.O. 2001: (2) A meeting or part of a meeting may be closed to the public if the subject matter being considered is, (b) personal information about an identifiable individual (c) a proposed or pending acquisition or disposition of land by the municipality; -Information Report - Lease Agreement (e) litigation or potential litigation, including matters before administrative tribunals affecting the municipality; -OP Appeal Update -Potential Litigation (k) a position, plan, procedure, criteria or instruction to be applied to negotiations -Agreement Negotiations

IT RESOLVED THAT the Council of the Township of South Glengarry now rise and reconvene into open session at 10:55 pm without reporting.

IT RESOLVED THAT the Council of the Township of South Glengarry wishes to enter into a lease agreement in principle between the Corporation and Storm Internet Inc. and hereby authorizes Administration to negotiate the lease agreement for the proposed lease location of 4841 2 nd Line Road subject to Council’s final approval.

IT RESOLVED THAT By-law 66-2021 to adopt, confirm and ratify matters dealt with by resolution be read a first, second, and third time, passed, signed and sealed in open council this 19th day of July, 2021.

IT RESOLVED THAT the Council of the Township of South Glengarry adjourn to the call of the chair at 10:57 pm.
